After Xcode was successfully uninstalled, I rebooted and then re-installed from the App Store. After purchase, i rushed in to upgrade the ssd, install the latest version of macOS this machine is compatible of and repasted Its cpu. If Rosetta is already installed, you are not asked to install it again. For the latest Mac OS 12 (Monterey) xcode 13 onwards and above were only supported and lower versions were not supported. If you click Not Now, you will be asked again the next time you open an app that needs Rosetta. Click Install, then enter your user name and password to allow installation to proceed. You're asked to install Rosetta the first time you open an app that needs Rosetta. I wont be able to use Big Sur yet but I should be able to prove whether or not Xcode iOS emulation will work. Note: I did not install R via Homebrew, so no need to run `brew install - cask r'. In the meantime, Ill see about executing this myself. If you updated macOS from an earlier version with an over the top installation, your earlier development environment may remain.
